Real estate project boards and “for sale” signs — some of which are warped, peeling or covered with graffiti — dot the landscape, reminders of failed and ongoing efforts to sell and develop land there.

Developers of Tivoli Village plan to start building the second phase of their stylish retail and office complex near Summerlin next week.IDB Group USA, part of an Israeli conglomerate, is expected to add about 199,000 square feet of retail and 68,000 square feet of offices just north of the first phase, which opened in spring 2011 at Rampart Boulevard and Alta Drive.Construction will start Thursday and wrap up in spring 2015, spokeswoman Sabrina Chapman said.

While values continued to climb and home purchases sustained at a promising rate, this boom in purchase rates seemed to decelerate some by the close of Q3.Taking all this into account, a recent USA Today story notes that we may quickly see a shift from a seller’s market to one more favorable to buyers. As a general timeframe, most realtors seemed to be reporting a slowdown in sales around the close of summer. While this is seasonally typical, it also seems bolstered by a variety of other factors.

International clients frequently pay all cash compared to domestic buyers: About 63 percent of reported transactions were all cash, as reported in the recently released 2013 Profile of International Home Buying Activity, which captures transactions of respondents in the 12 months ended March 2013.Mortgage financing tends to be a major problem for international clients due to a lack of a U.S. based credit history, lack of a Social Security number, difficulties in documenting mortgage requirements, and financial profiles that are different in some cases from those normally received by the financial institution from domestic residents. Financing-related issues accounted for about 26 percent of the reported reasons for not buying a property in the United States.
